Planning Obligations Research Officer

We are seeking a Planning Obligations Research Officer to ensure the accuracy and currency of the County Council’s planning obligation database. This role is crucial in enhancing the authority’s reporting functions. You will review historic planning agreements and financial reports to reconcile data in the planning obligations database (Mastergov).
You’ll be part of a small, multi-disciplinary team that provides a supportive and friendly work environment, encouraging personal growth and career development.
Key Responsibilities:
- Interpret clauses and obligations in S106 Legal Agreements and Unilateral Undertakings.
- Analyse financial data from Finance reports.
- Ensure that S106 contributions are used in accordance with the terms of the legal agreement, including proper usage and within the specified timescales.
- Accurately input data into the County Council’s planning obligation database (Mastergov), ensuring compliance with legal agreements.
Experience Required:
- Understanding of relevant planning legislation and familiarity with S106 Legal Agreements and the planning system.
- Experience in monitoring and compliance of planning obligations.
- Proficiency in using databases and the ability to research, analyse, and report complex data.
- Strong communication skills, both verbal and written.
- Ability to scrutinize and interpret complex data.
Knowledge, Skills, and Understanding:
- Solid understanding of planning issues and the ability to interpret data.
- Ability to make professional, accountable decisions.
- Strong IT literacy, especially in Microsoft Office, and excellent data input skills with experience in using database systems.
- Ability to work effectively under pressure in a fast-paced environment.
- Strong interpersonal skills to develop productive working relationships across all levels.
